Sam Farrington represents more than just Rochester in the New Hampshire legislature — he represents the future of conservative leadership. As one of the youngest legislators in the entire country, Sam brings a fresh perspective and unwavering principles to Concord.
A sixth generation Rochester resident and graduate of Spaulding High School, Sam's roots run deep in our community. His recent graduation from the University of New Hampshire with a degree in analytical economics prepared him for his crucial role on the Finance Committee, where he fights to keep government spending in check and protect taxpayers.
Sam is a passionate advocate for liberty in all its forms. From educational freedom that empowers parents to medical freedom that protects individual choice, he stands firm on the principles that make New Hampshire unique. As someone who manages his family's 113-year-old farm while building a career in real estate development, Sam understands the challenges facing young families trying to build their future in the Granite State.
New Hampshire families need to live within a budget, so government should too. I will continue to fight to keep spending restrained, reduce the burden of property taxes, and protect the New Hampshire Advantage. In 2025, I filed CACR10, a Constitutional Amendment that would have required a supermajority vote before allowing a new state tax. I also supported CACR12, a Constitutional Amendment that would have permanently banned an income tax from New Hampshire.
New Hampshire needs more housing so our young people, working families, and seniors can afford to stay here. Government red tape has made it harder and more expensive to build homes. Over the past two years, the legislature has streamlined the permitting process and created a single, uniform statewide building code. In 2025, I cosponsored HB457 which prohibits towns from adopting zoning ordinances that discriminate against renters based on their familial status. This was signed into law by Governor Ayotte and has been a big win for young workers and college students.
When it comes to healthcare, Granite Staters deserve more choices and lower costs. We need to move towards a system that encourages competition, improves access, and puts patients first. We've had some major victories this session. The legislature expanded Right to Try which gives terminally ill patients the ability to try experimental drugs. This gives another chance at life for those who were otherwise hopeless. This will also give New Hampshire a competitive edge in the biotech industry, bringing jobs and growth to our state. We also repealed a government restriction that forced healthcare monopolies in rural areas.
In 2022, I graduated from Spaulding High School. I believe that every child should have the opportunity to reach his or her top potential. We need strong local schools that are accountable to parents. We also need to empower families in raising their children. I am an advocate for school choice. Students should be able to choose the option that best fits their needs, whether that is public school, private school, or homeschool.
Of all the responsibilities that come with being a legislator, the most important is defending our Constitutional rights. I consider myself a free speech absolutist. I enjoy having conversations with those who disagree. I have fought to protect the right to keep and bear arms. I have also stood for due process and privacy even when it means breaking with my party.
As the youngest member of the powerful House Finance Committee, Sam brings analytical rigor and fresh perspective to the state budget process. His economics background and commitment to fiscal responsibility help ensure every tax dollar is spent wisely.
Whether it's at community events, town halls, or one-on-one meetings, Sam makes himself accessible to the people of Rochester. He believes in servant leadership — listening more than talking and always putting constituents first.
